I spoke to the staff at Port Aventura and they informed me that the best place to go for car hire if you are not staying at one of the theme park hotels, is Reus airport. At Reus airport you have a choice of several companies. If you are a guest at one of the theme park hotels you can ask the reception staff to arrange car hire for you.

You will see a Europcar base inside Port Aventura but they don't hire cars. They have a selection of buggies for children.
Driving From Reus Airport To PortAventura
Once you arrive at Reus airport it is easy to hire a car. From here, to get to Port Aventura it is a 10 - 15 minutes drive. Take the C-14 road from the airport in the direction of the AP7 motorway. Get on the AP7 in the direction of Valencia. Port Aventura is clearly signposted from the motorway, and the slip road takes you straight into the park.
